BETTERMENT PROGRAM
At the Annual Town Meeting in May 2011, the Town of Easton voted to participate in the Community Septic Management Program (CSMP) offered by the State of Massachusetts. The CSMP is meant to assist homeowners with failing septic systems.
Through this program loans are provided to towns through an agreement between the Town, the DEP and the Water Pollution Abatement Trust. The Trust has created a permanent revolving fund to help Massachusetts’ communities protect threatened ground and surface water resources while making it easier for homeowners to comply with the provisions of Title V.
The money is then available to qualifying homeowners at an interest rate of two percent (2%) for a period of 20 years. Monies can be borrowed to cover all aspects of the process (engineering, soil testing, permit fees, and construction) up to $20,000. You obtain the estimates, you choose the contractors. There is no credit check required, but all municipal accounts (real estate taxes, water bill, etc.) must be paid and up to date. The property must be owner occupied. The loan is paid back to the town in the form of a betterment placed as an additional line item on the real estate tax bill.
