In attendance were William Hardin, Patricia Webster, Frederick Clark, Jeffrey Tufts, Carla Goodwin, Martha White and Kevin Paicos. (9:18pm)
Foundry Street - Proposed
Recreational Fields
White gave an update of the status of the appraisal of the property located off Foundry Street for a recreational complex. The appraiser is having difficulty have the appraisal come in at the $300,000 amount. Mr. Curtain claims that he has two other offers on the property. White noted that she should have more information by the end of the week. She explained the issue of the wetland crossing and noted that a common driveway cannot be used because of the zoning bylaw.
TV Tower at the landfill
Paicos noted that he was approached by a company last Fall to install a t.v. tower at the landfill after it is closed. The proposal would include the installation of a 900’ tower placed at the crest of the hill. White and Paicos both met with the company initially and at that time did not know how serious the company was. Paicos does not want to violate procurement laws by talking with the company extensively. He suggested that we issue an RFP to find out how serious the company really is. If everything falls into place, the Selectmen may want to talk about it further. Paicos will then initiate conversations with the neighborhood. Webster asked if this proposal were to go forward, would we still need to do a separate tower for the police/fire radios? Paicos was not sure but noted that there were no bidders on the police/fire radio bids. Webster expressed concern that we may end up with too many towers in town. Paicos stated that the State says that we cannot limit them. White suggested that an inventory of town owned land parcels could be done. She noted that many of them would not meet the criteria.
On Goodwin’s motion, seconded by Tufts, the Board voted unanimously by roll-call to enter into the process of RFP for leasing land for the purpose of a radio/tv tower.

The Selectmen agreed that these minutes were all set and needed to be placed on the next agenda to be voted on.

On Webster’s motion, seconded by Goodwin, the Selectmen voted unanimously by roll-call to add wording to line #20 “not to exceed $1,000” .

Executive Session Minutes 6/8/92
Tufts expressed concern that there is still an open issue with people using town-owned land in the five corners area. Tufts expressed concern that the minutes should not be released. The consensus of other Board members was that it was o.k. to release them but more research should be done to resolve the issue.
On Webster’s motion, seconded by Clark, the Board voted unanimously by roll-call to adjourn at 10:00pm.
