SELECTMEN’S MEETING MINUTES
JUNE 22, 1998
OAHS - ROOM 3
The Board of Selectmen met this evening with Chairman William Hardin presiding. In attendance were Jeffrey Tufts, Frederick Clark, Patricia Webster, Carla Goodwin, and Town Adm. Kevin Paicos.
MINUTES
On Clark’s motion, seconded by Webster, the Board voted 4-0-1 to approve General Minutes dated 6/1/98. Tufts abstained.
On Clark’s motion, seconded by Webster, the Board voted 4-0-1 to approve Executive Session Minutes dated 6/1/98. Tufts abstained.
On Clark’s motion, seconded by Webster, the Board voted unanimously to approve Executive Session Minutes dated 6/8/98.
NRT - LANDFILL FEE WAIVER REQUEST
WHEATON FARM - LANDFILL TEMPORARY PASS REQUEST
On Clark’s motion, seconded by Tufts, the Board voted unanimously to approve the Landfill waiver for FY’99 for the NRT, as well as a 6 week pass for the Wheaton Farm Day Camp for the Landfill.
ANNUAL APPOINTMENTS
CABLE TV - On Clark’s motion, seconded by Webster, by roll-call David Linde and David Wood were appointed to three year terms on the Cable TV Advisory Board.
Goodwin - Wood, Linde; Webster - Wood, Linde; Clark - Wood, Linde; Tufts - Wood, Linde; Hardin - Wood, Linde.
SECTION 8 - ACC 15 CERTIFICATES/ AMENDED ACC FOR 24 VOUCHERS
On Clark’s motion, seconded by Goodwin, the Board voted unanimously to approve the ACC for 15 certificates and the amended ACC for 24 vouchers.
CONTINUED DISCUSSION RE: SPECIAL TOWN MEETING
Paicos noted that Article #1 is all set.
Paicos noted that Article #2 is for the following: $1,800. for Town Clerk; $300. for Board of Appeals; $900. for Veterans Scholarship; $35,000 for legal budget - for a total amount for Article #2 of $38,000.
On Tufts motion, seconded by Goodwin, the Board voted 4-1 to approve Article #2 in the amount of $38,000. Webster opposed.
INTERVIEWS - CEMETERY COMMISSION
ALVIN SMART - Smart noted he lives at 139 Washington Street and is the Commander of both the VFW and American Legion presently. Smart noted he is interested in the Commission, noting that the veterans organizations put the flags on veterans graves every year. Smart noted he is energized and ready to get started. Goodwin questioned what work needs to be done on the cemeteries. Smart noted that some headstones are down or chipped and need repair. Smart also noted he wants to be sure the flags are properly placed. Hardin noted that there are a lot of graves that haven’t been established as to who is buried there. Hardin noted that the records used to be kept at the home of the current chair of the Comm., and many years ago, someone passed away and the records were lost. Hardin noted that the Cemetery Comm. needs to work on this, and he urged the Commission to look at this issue.
RAYMOND PHILLIPS - Noted he has 2 daughters in Town, has been a Special Officer as well as a career Firefighter. Phillips noted he has been a member of the Furnace Brook Cemetery Assoc. for 5 years and has computerized each persons plot there. Phillips noted his father and grandfather have worked on this also. Clark referring to a letter from E. Harlow questioned if the flags fall under the responsibility of the Cemetery Commission , and questioned if Phillips would be available to work on this. Phillips stated he would look into it.
Tufts noted that he had received A. Smart’s letter back in December of 1997, but with the Town Meeting issues, this matter was delayed. Clark noted that Phillips letter was dated 3/5/98.
By 4-1 roll-call vote, Phillips was appointed to the Cemetery Commission for a three year term.
Webster - Phillips; Clark - Phillips; Tufts - Smart; Hardin - Phillips; Goodwin - Phillips.
Tufts asked that both applicants stay involved and try to learn the history from the older members involved. Tufts noted the identification process is a huge process and he hopes that A. Smart and the veterans groups will stay involved with the flag issue also.
Smart noted that the Veterans groups do put flags on every Veteran’s grave, unless they aren’t identified as a veteran. Hardin asked A. Smart to serve as a volunteer with the Cemetery Commission, in light of the great need. Phillips noted that the Cemeteries in general, look the best they have in a long time.
SELECTMEN’S NOTES
Goodwin noting her attendance at the Selectmen’s Association meeting in Sturbridge stated that Bill Hardin as the President of the Selectmen’s Assoc. did a great job as President and in representing Easton.
On Clark’s motion, seconded by Webster, at 6:50PM, the Board voted unanimously to adjourn to the Special Town Meeting.
