General Instructions – Board of Selectmen’s Online Licensing
Applicants for a variety of licenses can now submit applications online. When you first visit our online portal, you will need to create a username. This username will allow you to have a record of all licenses that you apply for. Please note that payment for licenses will be made online with a check routing number and account number or Master Card/Discover/Visa.

License Types Available for Online Permitting

IMPORTANT NOTE: It is the responsibility of the applicant for any license or permit to understand the rules and regulations associated with said license or permit. Below you will find links to various state and local regulations governing a variety of the Selectmen's permits. Additionally, the Selectmen's Policy Book is available online at this location for your review. All licenses issued by the Board of Selectmen are reviewed and deliberated upon in televised public meetings, and many licenses require a legal notice of hearing to be published. In most cases, the applicant is required to attend these public meetings. If you have any questions about applying for a license or permit, please contact the Selectmen's Office at (508) 230-0501.

You may need to turn your pop-up blocker off while using this program. For licenses that require a vote of the Selectmen, you will be notified by staff of your hearing date and any additional requirements. It is important that you login to your account to view any supporting documents that you may need to upload (for example, a PDF of the proposed floor plan would need to be uploaded to your Common Victualler application). If your application is approved, a digital permit will be issued to you through the online licensing program, which you can then print at your convenience.

AUTO DEALER LICENSES: CLASS I AND CLASS II
For: Any individual or corporation who's principle business is the sale of new (Class I) or secondhand (Class II) vehicles or parts thereof. PLEASE NOTE - The Town of Easton may only issue 25 Class II licenses in total, and as of this date, has issued all 25. Therefore, there are no Class II licenses available. 
Fee: $200.00 Annually ($50.00 filing fee upon original application)
Duration: January 1 - December 31 of a calendar year
Governing Regulations: M.G.L. Chapter 140 s. 57 and 58; Easton Town Bylaw Chapter 215 (page 169)
Application: Available in the Selectmen's Online Licensing Portal
Notes: At the time of writing (July 2016), there are no Class II licenses available for issuance in the Town of Easton.

COMMON VICTUALLERS LICENSE
For: Any individual or corporation who operates a restaurant establishment that offers seating for their patrons.
Fee: $75.00 Annually ($50.00 filing fee upon original application)
Duration: January 1 - December 31 of a calendar year
Governing Regulations: M.G.L. Chapter 140 s. 2; Board of Selectmen's Policy #34
Application: Available in the Selectmen's Online Licensing Portal
Notes: While not exclusively, under nearly all circumstances individuals or businesses seeking licenses for: Annual Entertainment, Sunday Entertainment, Jukeboxes, Electronic Games and Billiards tables are also licensed Common Victuallers. Because of this, applications for these aforementioned license types are considered "Sub-Licenses" to a Common Victualler license in our online permitting system. If you are a restaurant establishment seeking one of these licenses, click on the "+" icon to the left of your Common Victualler license to expand the Sub-License application window. From there, you may apply for the following:

ANNUAL AND/OR SUNDAY ENTERTAINMENT LICENSES
For:
Any individual or corporation who operates a public establishment (typically a restaurant or bar) that wishes to offer live entertainment for their patrons. The Annual license permits the business to offer live entertainment Monday through Saturday. The Sunday license permits the business to offer similar live entertainment on Sundays.
Fee: $50.00 Annually for Each Type (Annual / Sunday)
Duration:
January 1 - December 31 of a calendar year

M.G.L. Chapter 140 s. 183A;
Application:
Available as a Sub-License application associated with an existing application for a Common Victuallers license within the online permitting portal.

BILLIARD TABLE LICENSE(S)
For:
Any individual or corporation who operates a public establishment (typically a restaurant or bar) that wishes to offer billiard tables for their patrons.
Fee:
$80.00 per table (up to three) and $20.00 per table after that. Fees are annual.
Duration:
January 1 - December 31 of a calendar year

M.G.L. Chapter 140 s. 177;
Application: Available as a Sub-License application associated with an existing application for a Common Victuallers license within the online permitting portal.

ELECTRONIC GAMES / JUKE BOXES
For:
Any individual or corporation who operates a public establishment (typically a restaurant or bar) that wishes to offer automated amusement devices operated by coin or monetary deposit (arcade games, juke boxes, etc.) for their patrons.
Fee:
$35.00 per device, annually.
Duration:
January 1 - December 31 of a calendar year
Governing Regulations:
M.G.L. Chapter 140 s. 177A;
Application: Available as a Sub-License application associated with an existing application for a Common Victuallers license within the online permitting portal.

JUNK DEALERS LICENSE
For: Any individual or corporation engaging in the collection, dealing in, keeping a shop for the purchase, sale, resale, or barter of junk, old and precious metals, and/or secondhand articles.
Fee: $50.00 Annually ($50.00 filing fee upon original application)
Duration: May 1 - April 30 of a calendar year.
Governing Regulations: M.G.L. Chapter 140 s. 54; Easton Town Bylaw Section 156
Application: Available in the Selectmen's Online Licensing Portal
Notes: Please understand that, if licensed, a Junk Dealer is required to keep a detailed log of secondhand purchases over $500.00 and is required to report these items to the Easton Police before resale. Please review the above regulations carefully for full instructions on this requirement.

ROAD RACE PERMIT
For: Any individual, group of individuals, or corporation sponsoring and/or conducting a road race in the Town of Easton.
Fee: $25.00 Fee, $100.00 security deposit (in the form of a check made payable to the Town of Easton, mailed to Selectmen's Office, 136 Elm Street, Easton, MA).
Duration: Event Specific

Application: Available in the Selectmen's Online Licensing Portal
Notes: If a Road Race/Walk starts and or finishes at any of the Easton Schools, the applicant must first complete the School's building use form. Click here for this form. (Contact the individual school to determine to whom this form should be submitted). After obtaining approval of use of a school's building or parking area, a copy of the School's approval must be uploaded to your permit application as a PDF attachment. If your Road Race/Walk involves a State Highway (Rt. 138, Rt 123, Rt 106) please be sure to complete the required state forms.

For liability purposes, a signed and witnessed original Hold Harmless Agreement in addition to your $100.00 security deposit must be mailed to the Selectmen's Office at 136 Elm Street, Easton, MA 02356. The Hold Harmless Agreement is available within the licensing portal as a downloadable file.

VEHICLE(S) FOR HIRE LICENSE
For: Any individual or corporation operating a business where taxis or other vehicles are being operated on a for-hire basis.
Fee: $80.00 per vehicle, annually, $50.00 filing fee upon original application.
Duration: January 1 - December 31 of a calendar year.
Governing Regulations: M.G.L. Chapter 40. s. 22; Board of Selectmen's Policy # 37.
Application: Online at this location - Application is not yet live on online portal. 

SPECIAL ONE-DAY LICENSES: ALCOHOL AND ENTERTAINMENT
For: Any individual or corporation wishing to serve alcohol or offer entertainment for one day only at premises not licensed to do so.
Fee: $80.00 for One Day Wine and Malt License; $120.00 for One Day All Alcohol License; $30.00 for One Day Entertainment License
Duration: One  Day

List of Approved One-Day Liquor Distributors
Notes: The Board of Selectmen is responsible for approving applications for a one-day or Section 14 (Special) Liquor License. Please note the Board of Selectmen's Office must receive your application and payment at least three weeks prior to your event in order to schedule the license for a Monday night Board meeting. The applicant or a representative must attend the hearing.
