Invitation for Bids
Sealed bids for furnishing the following item(s) will be received at the Office of the Town Administrator located at 136 Elm Street, Easton, MA 02356 until the time specified below at which time the proposals will be publicly opened and read:
ITEM BID OPENING
Bid: 2018 CRACK SEALING MARCH 21, 2018
Specifications and bid forms may be obtained at the Department of Public Works located at the 130 Center Street, Easton, MA 02356 after March 7, 2018 between 7:00 A.M. and 3:00 P.M., upon payment of a nonrefundable fee of $25.00 payable to the Town of Easton. Bidders may also request a PDF version of the specifications at no charge by contacting firstname.lastname@example.org.
Bids will be opened in the Colleen Corona Board Room at Town Hall, 136 Elm Street, Easton, MA at 10:00 AM. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.
There will be no Pre-Bid Conference.
A performance bond in an amount equal to 100 percent of the total amount of the bid with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total bid amount.
Prospective bidders must be pre-qualified for the specific Item of Work they intend to bid on by the Massachusetts Department of Transportation in accordance with Massachusetts General Law Chapter 29, Section 8B and 720 CMR 5.00.
All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.30, §39M as amended.
The term of this contractor shall be until June 30, 2019 with one (1) one (1) year option until June 30, 2020. Option renewal is at the sole discretion of the Town of Easton.
Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Industries under the provisions of Massachusetts General Laws, Chapter 149, Section 26 to 27D inclusive.
Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The Town of Easton is an affirmative action/equal opportunity owner/purchaser.
The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
