The Easton Housing Production Plan FINAL (February 1, 2017)

The State requires that towns have a current Housing Production Plan when they apply for "safe harbor" certification for being in compliance with Massachusetts’ Comprehensive Permit Law (Chapter 40B).  Towns are certified if they achieve and remain at 10% of their year-round housing units being on their "subsidized housing inventory" (SHI) as restricted-affordable units (or market-rate rental units in new mixed-income rental developments).  Towns also can be certified if they make progress towards that 10% goal.  After a public meeting in October 2016, the plan was approved and adopted by the Planning Board in November the Board of Selectmen in December and then submitted to the State for final approval in January of 2017.

The Massachusetts Housing Partnership has produced a comprehensive handbook about the 40B process

Easton works proactively to maintain "safe harbor" from unsolicited 40B developments.  Planning staff periodically provide an Update to the Board of Selectmen on recent efforts to comply with the State's 40B affordable housing law.
